Depends how "Canadian" you consider the troops who did the torching. If you consider Brit troops stationed in Canada "Canadian", then yes, it was a Canadian op. If you mean "Canadian-raised units", not so much - IIRC, they were busy doing other stuff re: keeping the U.S. out of Canada during the Burning of Washington.

That said, "our team burned down your White House" would JUST fit the nuances of the situation without being an out-and-out lie

He's saying that the country Canada, established 1867 did not have slavery. The preceding colonies definitely had slavery but technically not Canada as an independent nation.
