Each trade has an ideal number of personnel.

Correct,  its called PML (Preferred Manning Level).  The actual number of people trained to OFP (Operationally Functional Point) in a trade is called the TES (Trained Effective Strength).

Using those 2 numbers, the folks who care about such things in their job can determine the trade "health" and that is part of the info used to determine how many people the CF needs to recruit each cycle.
