Base closures?

Doesn't need to be if you can suck the Govt into it.....
Most people don't realize that Ontario Power Generation has used pumped storage at its Adam Beck II GS in Niagara Falls since the mid-1950s. International treaty limits the amount of daytime water diversion so they draw it at night and pump it into a reservoir for release during the day when demand is higher. The vertical drop is around 100m.

Even if that base is closed down (which I doubt DRDC would ever allow), the remediation costs for whomever takes it on would be astronomical...

The UK already announced it's moving training from Canada to Oman, allegedly so that they can be closer to 'global trouble spots' but probably because it's cheaper for them in a variety of ways:

Move 1 CMBG there.
That would be a decade long endeavour. Some of the Brit buildings could be used but a lot more construction would be needed. Also a quadrupling or more of PMQs and a decent canex. Never mind the absolute lack of employment for spouses as Medicine Hat has some of the highest unemployment and diversity of employment.
Also there is almost no range infrastructure on the base or maneuver area. One small 9mm range and the most beat up rifle range I've seen since Eritrea. The Brits, through Kinetic, had instrumentation so that's nice, until Canada decides it's not suitable and rips it out. As is tradition. There is room for field firing ranges which is what the Brits did if they needed a static range.

Wasn’t there a plan to situate a large penitentiary “on campus” at Suffield? Or am I thinking of Edmonton?

The reality is, the British Army is also a shell of what it once was and the type of training they were conducting at Suffield won't be replicated elsewhere.
