Huh. That’s not a base-friendly decision at all. He clearly sees some vulnerability if he’s painted as being set to walk those back. This may bleed a bit of support to PPC types who look in and see a ‘uniparty’.
Butts is seen by some as being behind a lot of PMO-led machinations. I’ve never been arsed to look to closely at it though.
