Terrorism driving techniques .... Canada intends to award one Contract to fulfill the requirement.  Services are required within the week of 12 July 2010 to 16 July

We have specialized mse ops in Borden that train for that.  Why can't they do it?
 
Surely there is a reason. Surely no one on the board knows and/or can tell you. I don't think someone just decided to out-source this stuff for fun.
