The fact that the water is so hard (magnesium phosphate, hydrogen sulfide, and a lot of other crap, like trace levels of arsenic…) is actually most likely the issue (correlation isn’t causation and all that) as the process they where using to add the fluoride was removing a lot of the terrible stuff in the water, and that was doing more than just the fluoride.).
