- New Mexico was the state with the lowest child literacy rate.

1200 programs at $516 billion dollars. That's alot of money going towards programs that could be defunct or disappearing into someone's pocket.
Someone just had to request these programs be approved by congress again. If anything this highlights laziness and inefficiency that Trump is talking about, no?

Interesting, in my county they started adding fluoride back to the county water supply a few years ago, after a crazy spike in childhood cavities and other tooth/gum issues.Not really. Lots of Canada doesn’t include fluoride in drinking water anymore.
Want to guess, for example, what municipalities in British Columbia add fluoride?
Fort St.John, Terrace and Cranbrook…yup, that’s it. No Vancouver, not Victoria, Kamloops, Kelowna, Campbell River, etc. etc. etc. etc.
I suppose if CAF members were posted there, they could ask for fluoride treatment…

The fact that the water is so hard (magnesium phosphate, hydrogen sulfide, and a lot of other crap, like trace levels of arsenic…) is actually most likely the issue (correlation isn’t causation and all that) as the process they where using to add the fluoride was removing a lot of the terrible stuff in the water, and that was doing more than just the fluoride.).

From my understanding he can nominate someone as "acting" only when Senate is in recess and at the beginning of the term. And even then its usually someone from when the department itself.

But when things where authorized, those benefits shouldn’t just disappear due to trying to cheap out.
When you look at the individual programs, generally they came out of what was learned from GWOT. Medical care on a scale not seen before resulted in a severe reduction in deaths, but a significant increase in seriously wounded personnel.
Given the fact congress has been pretty dysfunctional recently - the only laziness and inefficiency I see is there.

The reason why I ask is when I’ve been in US cities, a lot of the govt service signs are also in Spanish. Unlike Canada, the US does not have an official language.

So yes, one normally would say that the chances of being literate are higher with a Bachelor’s degree than without finishing High School, but you can be very literate and not finish high school for various reasons. In that example, one of my former COs, a very well-read man who got a GED so he could get promoted past Lt(N) (I think), would be on the lower end of the literacy scale.
If the metric for US literacy was something like SAT scores in that field (I have never taken an SAT but I’m assuming there is a reading/writing component to it) maybe it would be a better discriminator.
