QUEBEC (CP) - The Quebec government tabled legislation Friday that imposes tougher controls on the use of
firearms in the province.
Bill 9, dubbed "Anastasia's Law" in honour of the student gunned down last September at Montreal's Dawson College,
prohibits all firearms from educational institutions.
"This bill restricts the possession of all firearms on the grounds and the buildings of educational institutions and child-care
facilities," Quebec Public Security Minister Jacques Dupuis said in the national assembly.
Firearms will likewise be banned from public and school transport.
The legislation would regulate target shooting with restricted and prohibited firearms in shooting clubs and shooting
ranges by introducing a provincial operations permit.
Under the legislation, gun clubs will have to keep a registry of member visits, while members will need a certificate
confirming they handle weapons in a secure manner.
Club operators and firearms instructors will be obliged to inform authorities of any behaviour that endangers individual
or public security.
Psychologists, doctors and other health professionals will also be able to report such behaviour, despite the rules of
confidentiality that normally govern their profession.
"This bill obliges personnel of educational institutions and gun clubs to indicate to police all behaviour by individuals
that could endanger their security or that of others," Dupuis said in introducing the bill.
Last September, gunman Kimveer Gill killed De Sousa, 18, in a shooting rampage at Dawson. Twenty others were injured.
Premier Jean Charest was scheduled to hold a news conference at Dawson College on Friday afternoon to talk about the legislation.
The Coalition for Gun Control welcomed the bill but suggested it is still not enough.
"The coalition also asks the Government of Quebec to continue to pressure the Harper government to maintain and
enforce the national legislation and to ensure that it is supported by adequate resources," the group said in a statement.
