Promotion to Cpl

the reason for that is that on of my friends had promoted to Cpl as we finished BMQ together on March 2024. He's an INT. that's why I'm asking if it's possible to make it?

The minimum time in ranked to be accelerated promoted to corporal in the PRes is one year, so likely there is something else at play that is getting your friend promoted if it is earlier than that.

Reference is CFAO 49-5(20). The mitigating factor is the CO is not the approving authority but the commander of a command.

19. Accelerated promotion may be approved only by the commander of a command.

20. A CO may nominate for accelerated promotion members with outstanding ability, or leadership or supervisory potential. Accelerated promotion to Cpl must be in recognition of demonstrated outstanding performance as a tradesperson, whereas nomination for accelerated promotion to MCpl or above must also recognize leadership potential. A Pte may be nominated for accelerated promotion to Cpl or MCpl but a member of the rank of Cpl or above may be nominated for accelerated promotion only to the next higher rank. A member must have a minimum of one year's time in the current rank or appointment and have obtained the prerequisites for promotion in accordance with Appendix 1 or 2 of Annex A, as applicable, with the exception of the normal time requirement.

There's probably more to the story than you've related or that your "friend" possibly related to you. It's possible that the offer he received included credit for previous service or equivalent experience/education/qualifications.

It might have changed, but in the 90’s for the Res, it was two years plus QL4 qualification.

The switching from CFAOs to DOADs has got to be one of the worst-coordinated changes. It has been over 10 years and we are still referencing CFAOs, especially for something as important as promotions.

I know that organizations are short staffed but we really need to fix this. I was thinking it is bad that we still have not switched from Queen's Regulations and Orders to King's Regulations and Orders but what is two years compared to over a decade?

The original intent was to replace all the CFAOs and have the work completed before Y2K.
