What do you mean by "affected"?
Do you mean not posted to a ship?
If you are not in a ship, you'll be employed ashore at the Headquarters or the Schools, or employed somewhere where the needs of the service dictate.
If you are posted to a ship and she is not sailing, the ship is your home alongside. Depending on your trade or profession you'll be tasked with ships husbandry (cleanliness), planned maintenance, training requirements, administration or farmed out to other ships who may require the bodies.
