Iraq Mandate - Will this continue to be an internationally Sanctioned War

These two articles mention two recent floated ideas at this point on the continuation of a sanctioned US presence in Iraq.

One scenario shows that the US brokered deal will be reject.
While the other shows that the UN may be able to forge a second such mandate.
