What is a uniformed civil servant?

Members of the Canadian Armed Forces are not civil servants.
 
When the CPC gets in and starts Work force Adjustment 2.0, offer a switch to the CAF as a option with a signing bonus if they get through the enrollment process. How do you reconcile pensionable time accumulated in the PS, when enrolling with the CAF?

Hypothetically if that were to happen; it could be done right or it could be done very wrong.

Wrong = cutting at the coalface. This would further impair operational output.
Right = cutting the massively increased bureaucracy at the L1/2 level. This would de-centralize certain aspects.

The stuff I bolded is how it usually happens. The L1/2 level is tasked with implementing the cuts so they naturally won’t cut themselves!

Also what happens with an ideologically driven government is they will say “straight x% cut across all departments except for health and education”. They don’t do the work to determine whether Departments A and D are already understaffed, Department B is x+10% overstaffed and Department C shouldn’t even exist.

IOW, lazy cuts to tell their supporters that they cut government, but not in an effective manner.

There is already a process to transfer pension benefits to the CAF.

The unrealistic side of that is the pay cut many would take if that was on offer. I could see entry level types possibly taking advantage where there is pay parity but higher levels aren’t going to jump in as privates.

Lateral moves to the CAF are one of the recruiting issues the CAF faces that other sectors don’t have.

That is pretty much what happened last time…

Won't hurt to sweeten the pot a bit, particularly for regions where the job market is tighter. I remember the impact of WFA 1.0 and you might be able gain some more bodies that way.

Would be interesting to see each department over time. When govts decide to save money by cutting the public service, they tend to slash everywhere. If that happens again, DND will lose the people it needs to run equipment projects & keep depots stocked.

To be honest I have given up worrying about how people see themselves.

The point is that the government has been hiring thousands of employees. Using those same resources they dont seem able or willing to hire employees willing to join you lot in uniform.

To me that suggests that the problem doesnt lie in recruiting, or even the lack of a pool of willing talent.

To me it looks as if the government is wilfully negligent and hiding its intentions by blaming process.

If it wanted to supply you with vetted and approved recruits in a timely fashion then the experience of the rest of the civil service would suggest you would be trundling BMQ platoons through every armoury in Canada.
 
As it stands, many departments need more staff like the CAF, CSIS,RCMP (especially federal stuff) and other police, judges, Crown prosecutors, public defenders, court clerks, corrections, etc…

There is a much wider and bigger pool of candidates suitable for the PS than there is for the CAF. The CAF is much more restrictive (and for good reason) than the PS is.

Selection Processes are also far more complex in the CAF than the PS.

It’s apples and oranges. Both Public sector fruit yes but different varieties.

It’s not just me saying so.

Then there is also the hiring and training mechanism. The CAF has centralized it to CFRG (the ARES may be a slight exception). All applicants go through CFRG and their process.

Every single manager in the PS can in theory run their own process and selection. Not only that, they have multiple ways of doing it. At level, non ads, advertised, bridging, casual, term, assignments and secondments etc etc.

Imagine every platoon commander and or section commander able to run their own recruiting process and selection to fill vacancies when and how they want.

In essence every unit/sub unit in the PS can recruit, process and hire without a centralized selection center like CFRG. As long as they are willing to put in the work to do it.

I’ve been neck deep in both CAF processing (was a senior recruiter at a CFRC) and in PS processing (working in an HR type unit at DND and where I am now).

Both are way different and with different challenges and capacities to do what they do.
