well you can already get free post secondary, just with select programs and you owe time back, not to mention if you serve long enough you get a massive education grant upon leaving. interest free mortgages would be an interesting idea, but the requirement for us and what our troops want is vastly different then ukrainian troops.

Troops will stay if they feel valued, taken care of, and their families as well, When your spouse cant have a career because you have to move every 4 years, it tends to motivate people to quit the army then lose their marriage.
 
I'd argue most serious employers do, they do it in the terms of salaries/wages, benefits, and other compensation.
agreed, I have a company car for example but my company allows personal use, if i travel my family is allowed to come with, rule obviously apply. Women in my company coming back from mat leave are shuffled into desk jobs so they can work from home with the new baby. Showing you care doesn't mean building a movie theatre on a base, the CAF has plenty of options available to look after its people.

Also ensure consistency from base to base with the higher standard prevailing. Noticeable difference in spousal assistance in Victoria to what is provided in Trenton for example.

And that sounds harder to manage than the other stuff ;)
Young people will, As you get older, have families, priorities change. The cost of living in the north is as bad as any major urban area, without the diverse amenities and opportunities for family members. Society has changed, we are more urban than rural and expect a set standard of living.
 
Taking care of family is important. A big issue for us is family health care. We went from having a family doctor for years to not having one and unable to find one. Almost 10 years and my wife just got a doctor last month, my son depends on the pediatrician and the rest are still using walk ins when they can. Walk ins are often booked and full these days.

Successive provincial governments across Canada have under invested in health care, to the benefit of provider pay and detriment of covered people.

The mobility of CAF families is a problem in terms of healthcare coverage.

Outside the box idea: scrap the undergrad programs currently offered at CMR, certify a medical program thru the GoQ, deliver conversion training for foreign trained docs, then use those family docs to cover CAF members and expand CAF medical coverage to CAF families (billing the provinces for it).

Should be mandatory that CAF members/immediate family are put to the first of the line for doctors taking on new patients - better yet, family doctors MUST take CAF and immediate family members are patients, regardless of waitlists.
If I was King for a Day, I would turn this into law.

Health care is a provincial, not federal, responsibility.

The CAF could reduce postings and better leverage virtual options for a bunch of HQ jobs to reduce postings, thus reducing the churn.

I know that HC is a provincial responsibility - but the Feds can make HC payments to the provinces conditional on making this happen.

The population of the CAF including families, with Reg F, P Res, Rangers, COATS and Sup Res (assuming 2.5 family members per CAF member) is smaller than Newfoundland and Labrador.

Threatening with money is probably a less beneficial approach than building capacity.

Federal Transport Minister this morning:

Canada is “expanding and broadening our horizons” in “how we think about defence and security” and “developing new ways in which we measure contributions” so that’s why the Federal Government is investing in 6 regional transportation projects in British Columbia.
Take that China and Russia. Our fortress is impenetrable.
