I've been waiting on my air factor for about a month to go AEC, they've told me it takes between a week and a month, but with the speed they've moved my file so far... I figure double that.

I'm fairly certain the questions your asking pertain to AEC's not AC Op's. AC Op's are not ATC's, and do not do IFR or VFR control...

UPDATE: So after calling the same Career Counsellor, I was not merit listed. I'm not sure why he told me I was, but he informs me that I should be and will be next week. Not quite sure how he made this error but hopefully this will get my process moving after 45 days believing I was merit listed.
