For those who have started receiving spec pay after 2004 and retained an IPC higher than 1. (Example: Cpl IPC 4 gets his spec after completing relevant training)  You should do a search on the DIN for...."Specialist Pay Occupational Implementation Plan (OSIP) For NCMS"  You might find it interesting.

I started a post in the Navy forum and figured no one was really talking about it other than us.  For what ever reason it has taken 2 years for it to peek our intrest.  In some cases DND might be clawing back money.

If there are any Admin people out there who can clarify this it would be cool too.

In the past If I came off my tech course as a LS IPC level 3 I would retain that level now I will be knocked back to square one and work my way back up with spec pay.  I wont loose money but it is much less than expected.

I've not heard of anyone having money recovered from them, but it could be a possibility I suppose.  IAW CBI 204.03 and CBI 204.30, your pay should never go below what you are receiving immed pri to becoming qual in your new occupation and eligible to receive spec pay.  CBI 204.03 deals with those compulsorily OT and 204.30 deals with those that are voluntarily OT.  But yes, you will have to earn your incent levels all over again, depending on the pay fd you were in previously.

Hummmm........NO

Its has not taken 2 years for interest to be peeked.  Like i said in a previous thread on this subject, i remustered 2 years ago and came face to face with this.  I remustered i was a MCPL (4), and i became a CPL (2).  Since i remustered from a standard trade to a specialist trade, CPL(2) is the IPC that most closely matched my current pay.  Now catapult yourself to october 2004.  I get my pay statement and it says ZERO dollars !!!  Well it turns out that OSIP ( Occupationals specialty Implemntation plan) decided to split all Spec trades in 2.  In my case, AESOP and AESOP jr.  AESOp Jr. is composed of guy who have remustered into the trade and are CPL right away and are now not entitled to spec pay.  Remember that when i remustered i started spec pay even though i was not qualified, as per the policy at the time.  So the new pilicy came into effect, 01 August 2004 and was anounced by CANFORGEN, stating that anyone having remusted into a spec trade after 31 july 2004 was no longer to receive spec pay until they were QL5A qualified, regardless of rank.  In a shining example of burocratic lazyness, NDHQ decided it was easier to claw money back from everyone rather than figuring out who had remustered prior to the new policy.  I was one of those who was grandfathered by the CANFORGEN but still had my money taken away.  A long few weeks later i won my argument and got my money back.  The key was to have remustered prior to 01 august 2004.

Last week i received an email.  It was about individuals that were already in a SPEC MOC remustering to another SPEC MOC.  It turns out at one point that guys were having their spec pay taken away whne they remustered and got it back when they were MOC qualified in the new trade.  This was redresed.  Now, according to the email i received, Individuals are entitled to keep their SPEC pay until the start ofthe new MOC training, will cease to be in recepit of SPEC pay while on course  and will once again receive it once they have graduated.


So now 2 years later, in my case, i'm once again where i started, MCPL (4).......
 
It seems like this is a big suprise to the Navy MSE and CSE world.  Everyone is like "they are going to do what!!"  We're just a little slower I guess.  We will have to get on the next short bus.
