Are hand tattoos permitted in the army?

Hey I do know that non offensive tattoos are permitted with the exception of face tattoos, but I am curious if a tattoo on my hand will hurt my chances of getting into the army. Is it one of those things that technically it's allowed but it's taboo? Will it affect my chances of getting into the army?
