No they do not call nor send a letter if you haven't been selected. They only contact the applicants that have been chosen. You can still call them and check if the first selections have been completed, and take some advice on what options are in front of you if you haven't been selected...

Well, from what they told me at the CFRC Montreal, for the first round they call the candidates that are chosen, for the second round they send a letter. Cheers
