The difference is round count. Nobody will be proficient and competent with a pistol firing 75 rounds a year with 50 of those being the qualification test. You need a thousand rounds or more per person with a good instructor to student ratio to build confidence, competency and muscle memory...
Sounds like you're a Permanent Resident of that country, not Canada.
For security clearances, the longer you have spent living outside Canada, the longer it takes to validate the info you provided. You're setting yourself up for a very long wait.

A decade ago the CAF did an infrastructure survey and it had the 2nd oldest average building age in the CAF behind Kingston which still operates 18th century forts.
Petawawa also used condemned buildings to run paradym or whatever it was called. There's no accommodations or empty training buildings to hold DP1 and they're actively trying to take down old buildings to save money. You're not moving anything to Petawawa without a billion dollar infrastructure...
