As for the living abroad, the recruiting Center told me that the background check takes much longer and looking at this thread other people have had the same experience...
Seems to be a case by case basis or possibly the decision of the recruiting Center. I'm scheduled for ACS but have not yet had the background check done. Looking at the application samples I see ACS scheduled differently for many people
I have run into this problem with getting non military forms filled out and signed. You will probably need your GP to refer you before they will sign it as it is work related.
