Without spare parts available in the system to allow for maintenance it doesn’t matter what it’s good at or not. No matter what it is good for or not good for, if we can’t keep them serviceable with parts and tech hours it’s all kind of moot.
There is a lot an interested PM and cabinet could do to improve the CAF and DND without having to actually spend more money.
A lot of process and procedural stuff could be streamlined, restructuring, legislative changes could be implemented.
All relatively cheap but not simple.
